No. You might be able to find an address who the car is registered to. But there is no way to track it by the number. I do know that some law enforcement agencies use license plate reading software, I saw it being utilized on a city street using the software to read the plate and look if the driver had any unpaid tickets (seemed like a lot of tech for a meter maid) but unless you were the Government (they got way better stuff than cops) you would be able to find it.
